IHP Hosts Joint Base Camp and ICT Working Group Meeting in Luxembourg

In September 2024, the International Humanitarian Partnership (IHP) brought together technical experts from its Base Camp (BC) and Information and Communication Technology (ICT) Working Groups for a joint meeting in Luxembourg. Held at the Luxembourg Fire and Rescue Corps Headquarters, the event, spanning three days from September 22nd to 24th, highlighted the importance of collaboration and innovation in enhancing IHP’s operational capabilities.

A Dynamic Agenda

The meeting featured a mix of joint and separate sessions for the two working groups, emphasizing both interdisciplinary dialogue and specialized technical discussions. The agenda addressed a range of topics critical to IHP’s future, including governance, service delivery, and technical module development.

Day 1: A Unique Kick-Off

The event began with a visit to Luxembourg’s National Civil Protection Day, showcasing the country’s and the region’s civil protection equipment and capacities. Participants toured displays of national and international assets, setting the tone for the collaborative spirit of the meeting.

Day 2: Tackling Key Technical and Strategic Issues

The second day featured intense discussions at the Luxembourg Fire and Rescue Corps Headquarters. Key agenda items included:

  • Governance: Participants explored the interaction between working groups and IHP focal points, emphasizing the need for clear mandates and streamlined approval processes.
  • IHP Service Mindset: Open discussions focused on predefined modules, tailor-made end-to-end solutions, and adopting a service-level approach for improved deployment efficiency.
  • Office and Accommodation Handbook Update: Updates to this key operational document were reviewed, with participants engaging in working sessions to finalize essential topics.
  • Specialized Sessions: Topics such as Light Base Camps with OSOCC (On-Site Operations Coordination Centre) and UAV modules for UNDAC support operations were explored.

Day 3: Charting the Path Forward

The final day focused on consolidating the outcomes of the discussions and defining an action plan for 2024–2025. Participants reviewed the next steps for the Base Camp Working Group, discussed any additional matters, and solidified plans for upcoming meetings.

The joint meeting underscored the synergy between the BC and ICT Working Groups, which are integral to IHP’s mission of delivering rapid and effective humanitarian support.
