In response to the massive refugee influx from conflict‑affected Darfur, Farchana in eastern Chad became one of the principal operational bases for UN agencies and humanitarian partners coordinating cross‑border assistance into Sudan. The violence in Darfur had forced the evacuation of international staff, the relocation of national staff, and the destruction of UN guesthouses, offices and warehouses—creating an urgent need for expanded accommodation and operational facilities for humanitarian personnel deployed to the region.
Within the framework of the International Humanitarian Partnership, Luxembourg worked together with the German Federal Agency for Technical Relief (THW) and IOM to expand the Farchana Humanitarian Hub.
The hub serves as a critical base camp for inter‑agency operations, enabling humanitarian teams to coordinate protection, logistics, health and emergency relief in an increasingly complex environment.
Following an assessment mission in August 2023 by IHP specialists, a team to Farchana in January 2024 to carry out the construction of the hub. In January 2025, another team traveled to Farchana to extend the capcity of the hub.
The upgrade included:
- 8 prefabricated units for accommodation and office space
- A new kitchen block
- A new WASH block, including showers, toilets, septic system and plumbing
- Electrical upgrades including generators, cabling, distribution boards
- Water‑system improvements and local material sourcing
- Over 750 kg of specialised materials shipped from Luxembourg
- Training for local staff on maintenance, safety and operational care
This expanded infrastructure provided essential housing, office space, power, water and sanitation services to hundreds of humanitarian personnel working along the fragile Chad–Sudan border. By strengthening the operational base camp, IHP helped ensure that humanitarian teams could safely coordinate life‑saving activities in Farchana, delivering protection and assistance to the rapidly growing refugee population.
